You may qualify for a discount on your monthly energy bill if you receive certain government benefits or your household income falls below the area median for New York City.

Like you, we live and work here, and we depend on reliable power. Keeping the grid resilient takes continuous investments. We also recognize that the rising cost of living makes energy affordability more important than ever.
That’s why we advocated to expand eligibility for our Energy Affordability Program (EAP) so even more people can save on their energy bills. Now, if you get certain government benefits or your household income is below the area median for NYC, you may qualify for bill discounts.

Government Assistance Enrollment Pathway
You’ll be enrolled in the EAP automatically if an agency notifies us that you receive benefits from these eligible programs:
- Home Energy Assistance Program (HEAP)
- Direct Vendor or Utility Guarantee
- Temporary Aid to Needy Families (TANF) – NYC TANF; Westchester TANF
- Safety Net Assistance (SNA) – NYC SNA, Westchester SNA
You qualify but will need to enroll directly if you receive benefits from any of the following eligible governmental assistance programs:
- Medicaid
- Federal Public Housing Assistance
- Veterans Disability or Survivors Pension
- Lifeline Telephone Service Program (Lifeline)
- Supplemental Nutrition Assistance Program (SNAP) – NYC SNAP, Westchester SNAP
- Supplemental Security Income (SSI)
If living on tribal lands:
- Bureau of Indian Affairs General Assistance
- Head Start
- Tribal TANF
- Food Distribution Program on Indian Reservation (FDPIR)

Income Eligibility Enrollment Pathway
The New York Enhanced Energy Affordability Program (EEAP), also known as the EAP Income Eligibility Enrollment Pathway, provides monthly bill discounts to income-qualified households across New York State.
To enroll in the EAP through income verification, you must meet the following requirements:
- Be a residential customer.
- Receive electric and/or gas service from Con Edison.
- Not currently enrolled in the existing EAP and/or enrolled in a qualifying government assistance program.
- Earn up to the household area median income (AMI) thresholds outlined in the table.

How to Enroll
To see if you qualify and apply, please go to conEd.NYEEAP.com.
Before You Begin
Please make sure you have the required documents, including:
- Utility bill from last three months showing the utility name, account holder name, account number, and service address. To download your past bills, please log in to My Account.
- Proof of income for all household members from the past month, such as pay stubs, Social Security or pension statements, self-employment records, or other relevant documents.

Annual Recertification
Once approved, you'll be enrolled for 18 months. You must submit a new application each year after your enrollment period ends to continue receiving program benefits. We'll remind you before your deadline by letter, email, and text. If you have any questions or need assistance, please contact us.
What to Expect After You Enroll
Once you’re enrolled, we’ll send a letter with details about your bill discount and when it starts. You can also check your enrollment online by logging in to My Account or checking your bill.
You'll receive program text reminders from short code 78407 automatically. Message and data rates may apply. To opt out, text STOP to 78407. For help, text HELP. Additional terms apply.1
You’ll also be signed up for Budget Billing automatically. If you’re behind on your bills, you’ll be enrolled once your outstanding balance is paid.
To opt out of Budget Billing but stay enrolled in the EAP, please log in to My Account. Under Bill Settings select Budget Billing, then choose “Unenroll” and “Confirm Unenrollment.” You will be removed by the next billing cycle.
Message and data rates may apply. Message frequency depends on user. These would be charged by, and be payable by you to, your mobile service provider. You acknowledge, understand, and agree that we shall not be held liable for any delays in the receipt of our text message to you, as its delivery is subject to effective transmission from your mobile service provider.
