
Chelsea Thermal Energy Network
We are designing a thermal energy network (TEN) to provide more energy efficient heating, cooling, and hot water equipment to three New York City Housing Authority (NYCHA) buildings in Chelsea.
Project Overview
If the New York State Public Service Commission approves the design proposal, Con Edison will design a thermal energy network (TEN) that will use excess heat from a commercial office building at 85 10th Avenue to provide space heating and hot water for three multifamily buildings at NYCHA’s Fulton Houses complex:
- 401 West 16th Street
- 410 West 17th Street
- 420 West 17th Street
The TEN will connect the three buildings using water-source heat pumps and will provide hot water. One building will also receive space heating and cooling using an additional water-source heat pump.

The Chelsea TEN would:
- Provide efficient, reliable, and fossil fuel–free heating, cooling, and hot water at comparable costs.
- Cover the costs of connecting buildings to the TEN.
- Eventually include additional thermal energy resource providers for increased TEN heating capacity.
- Allow for integration into the proposed Fulton & Elliot-Chelsea Houses rebuild
