S-SFA/REACH Programs: Frequently Asked Questions

The  S-SFA and REACH programs address two important state energy priorities: delivering bill assistance to low-income utility customers who participate in the Energy Affordability Program (EAP) and expanding access to bill credits generated by community solar and energy storage (community distributed generation or “CDG”) projects owned by private developers or the New York Power Authority.

Con Edison customers enrolled in Energy Affordability Program (EAP) will be enrolled in both programs to receive additional discounts on their monthly electric bills automatically, as long as they also live in a disadvantaged community (DAC) census tract.

Effective December 1, 2025, EAP-enrolled customers residing in DACs will start seeing S-SFA and REACH credits applied to their Con Edison bill monthly. There is no cost to participate. Customers that become eligible for the S-SFA/REACH programs on or after December 1 will receive credit during the following bill cycle. There is also no penalty for opting out of S-SFA or REACH. Customers enrolled in S-SFA and/or REACH will receive added discounts on their Con Edison bill, in addition to those already received through EAP. Customers may also subscribe to other community solar (also called “Community Distributed Generation” or “CDG”) programs while being enrolled in S-SFA/REACH, if they aren’t already subscribed at the time of enrollment in these two programs.


New York State Research and Development Authority (NYSERDA) offers a find a community solar project tool that includes a list of providers and projects available to Con Edison customers, as well as answers to frequently asked questions they can reference while researching projects.


With Statewide Solar for All and REACH, if you are an EAP participant living in a DAC, you will be signed up to receive S-SFA and REACH credits automatically. Other community solar and CDG programs typically require the customer to subscribe (or “opt-in”) to a project before receiving a related bill credit.

A set monthly credit for S-SFA and REACH–enrolled customers will remain in effect for one year, beginning December 1, 2025, and recalculated annually. The recalculated credit may increase or decrease based on the number and size of generators participating in the program.

We will reserve and carry forward any unused S-SFA/REACH monthly discount amounts as customer credits. Please note, unused credits are not eligible for cash refunds (e.g., for customers who close their accounts) and can only be applied as discounts toward future bill balances.

Customers who receive qualifying government assistance benefits may be eligible for a monthly discount on their energy bills through the Energy Affordability Program.

  • Most customers receiving benefits from Supplemental Security Income and the Home Energy Assistance and Supplemental Nutrition Assistance programs are automatically enrolled in the EAP.

Customers receiving HEAP, Medicaid, SNAP, Veterans Disability, or Survivors Pension, among others, can enroll online or apply via email, fax, mail, or in person at one of our walk-in centers.
